Anti-ragging Committee

Presidency University has rarely witnessed any incident of ragging from the very beginning. The Anti-ragging Committee for the academic year 2016-17, was constituted on 29 June 2016 following the UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009.

What is ragging?

Ragging means any conduct whether by words spoken or written by an act which has the effect of teasing, treating or handling with rudeness any other student, indulging in rowdy or undisciplined activities, which causes or is likely to cause annoyance, hardship, psychological harm or to fear or apprehension thereof in a fresher or a junior student or any other or asking the students to do any act or perform anything which such student will not in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect physique or of a fresher or a junior student or any other.

All first year students need to submit a declaration stating that he/she will abide by the UGC regulations in this regard and if found guilty, any stern action will be taken against the student following the UGC regulations. The legal guardian of the student is also required to submit a declaration that his/ward will not indulge in any act of ragging and if found guilty, any stern action will be taken against the student following the UGC regulations.

Functions of the Anti-ragging Committee

1. To undertake measures for publicity against ragging including display of posters detailing laws and punishment against ragging at different strategic places, by holding counselling sessions and other methods as deem fit

2. To monitor anti-ragging activities in the institution and also in the hostels

3. To take appropriate decisions, in case of any incident of ragging

A complaint of ragging can be lodged to the convener of the Anti-ragging Committee either through mail or by submitting written one.

Complaint of Ragging

First Information Report (FIR) to be filed within twenty four hours of receipt of such information or complaint of ragging, with the police and local authorities.

Head of the institution to forthwith report the incident of ragging to the District Level Anti-Ragging Committee and the Nodal officer.

Institution shall also continue with its own enquiry and remedial action to be completed with-in seven days.

Depending upon the nature and gravity of the offense as established by the Anti-ragging Committee of the institution, the possible punishments for those found guilty of ragging at the institution level shall be anyone or combination of the following;

a) Suspension from attending classes and academic privileges

b) Withholding or withdrawing scholarship/fellowship and other benefits

c) Debarring from appearing in any test/ examination or evaluation process

d) Withholding results

e) Debarring from representing the institution in any regional, national or international meet, tournament, youth festival etc.

f) Suspension /expulsion from the hostel

g) Cancellation of admission

h) Rustication from the institution for a period ranging from 1 to 4 semesters

i) Expulsion from the institution and consequent debarring from admission to any other institution for a specific period

j) Fine ranges from Rs. 250000/ to 1.0 lakh only

k) Collective punishment: when the persons committing or abetting the crime of ragging are not identified, the institution shall resort to collective punishment
